Final Report to Chief Judge, Court of Appeals, due April 30, 2014.

In September 2013, the Task Force on Pretrial Confinement and Release was formed. In October 2013, it was established by administrative order.

The Task Force was created in response to a court decision, DeWolfe v. Richmond, which ruled that criminal defendants have a constitutional right to be represented by counsel at initial appearances before District Court Commissioners. The Task Force will consider how providing access to public defenders at bail hearings of persons charged with crimes will impact Maryland's judicial system.
