Annual Report to Governor & General Assembly on programs approved to operate using marijuana for medical purposes due Jan. 1 (Chapter 403, Acts of 2013; Code Health-General Article, sec. 13-3107).

Report to Governor & General Assembly on sources for funding & recommended fees for implementing use of medical marijuana by academic medical centers due Dec. 1, 2013 (Chapter 403, Acts of 2013).


In October 2013, the Natalie M. LaPrade Medical Marijuana Commission was authorized (Chapter 403, Acts of 2013).

The Commission is developing policies, procedures, guidelines, and regulations to implement programs for the compassionate medical use of marijuana beginning in July 2014.

Annually, the Commission requests proposals from academic medical centers to operate medical marijuana compassionate use programs. Only five programs may be approved by the Commission to operate at one time. Because an approved academic medical center may only use marijuana received from the federal government or a licensed grower, the Commission also is required to license a limited number of medical marijuana growers in the State.

Both the academic medical centers it has approved for participation in medical marijuana programs, and the growers it has licensed are monitored and overseen by the Commission. Further, the Commission administers the Natalie M. LaPrade Medical Marijuana Commission Fund (Code Health-General Article, sec. 13-301(g)(2)).

The Commission consists of fifteen members. Fourteen are appointed to four-year terms by the Governor; one serves ex officio.
